My Computer Keeps Restarting?

When i start the computer it ask me to either go normal mode or safe mode for some reason so i go normal mode and for some reason when the desktop was loading my computer started to restart but before that a blue screen poped up for like half a second and same thing happens and so on, so i try safe mode and SAME THING!!!!!
I’m using Windows XP with a mac skin (cause my bro wanted it) and the last thing i did was defraging my computer but that was like 2 weeks for this happened.
I’m asking this question on my dads computer, MY computer is doing this please help

It may be a fatal error that is causing the computer to restart. You can easily stop the restart problem by changing your system
features to restrict automatic startup when your computer’s having a problem. Here is how:
Use System Failure Settings to Stop Automatic Restarts.
1. Click Start and Open the Control Panel
2. Go to System and Maintenance, Click on System.
3. Select Advanced System Settings and choose Advance tab.
4. Under Startup and Recovery, click on Settings.
5. Under System failure uncheck Automatically restart.

check voltages then reinstall windows and if u get the same symptoms afterwards reseat the processor, RAM, perform a memtest, and then i would go after the PSU and mobo.
